I see what happens in Canada, and as with most government programs it is abused. You can get fast immigration status by investing - but the people who act as go betweens know that the quality of the investment is not so important to the potential immigrant as the fast track - so they do charge high fees. At the same time they try to make the investment as risk free as possible as opposed to truly risky investments. In theory, in a world that is competing for investment capital and competing for citizens, it can be good for both the immigrant and the countries accepting the person, but I have never seen anyone do an intensive study to see what became of investments over a five or seven year period.
I'm not sure where you're getting your information from that the IIP was "abused" from, but regardless, the standards for using it now are higher than EB-5 in the US. The IIP requires an investment of $800,000 and a net worth of at least $1.6 million, which is significantly higher than EB-5.

They were working on a scheme here in town to get immigration visas for a bunch of Koreans. They planned to build a residential and office tower in town. People in Korea could invest in it. And for their investment in the project, they would get a free condo. The amount they would be investing in the project would be enough to qualify for the investment visa in the US. So basically, they would be buying a condo, and getting a residence visa thrown in.
The whole thing came crashing down because they could not get enough investors for the project.

Figured out my taxes the other day. I actually got back $200 more than I paid in total. So my tax rate is negative. How is that possible? I make $75K plus and pay no taxes? Belize sold passports and citizenships in the early 90's and ended up with a sudden surge in Chinese immigrants. As the applications swelled, so did the price of the passports. I doubt that in the end, much lasting good was done for either the country or the immigrant. Most of the buyers were on their way to Canada and then the U.S. via Belize citizenship. How many made it vs. how many gave up and returned to their homeland is not very well known.

actually just google EB-5 program... it is just that. It permits other nationals the opportunity to "invest" in US companies and using that as an anchor, they then apply and usually receive their green cards.
The problem with becoming a US permanent resident is that you are by definition resident in the US for tax purposes. As a US citizen you are also subject to US taxation while living abroad, but there are tax credits you can claim like the foreign exclusion limit. LPRs cannot do that, that is why the naturalization form, N-400, asks for copies of your three most recent tax returns.
As for EB-5, there is considerable risk with it, which is why it is not used as commonly as other investor schemes in other countries. If you invest in say, The Bahamas, or Austria or wherever, the money is still yours and you can do pretty much what you please with it, as long as it stays in that country.
EB-5 requires a qualified investment in an investment approved by USCIS - you may receive some sort of benefit from it, such as interest, but you don't have much control over it. You could lose it if the investment goes bad and it's not clear if or when you would get it back. Also you don't get LPR status - you get conditional LPR status and you have to apply after two years to get the conditions removed - which obviously won't happen if the investment goes bad. So it is risky.

In the US you can get a resident visa that will eventually is going to allow the person to become an US citizen if the person inverst $500.000 on a business stateside, every country has a price for their passports.

The comments in this article about avoiding US taxes by moving overseas are misleading - even if you renounce US citizenship you have to pay US taxes on US-source income for at least ten years afterward.
But the US is alone in taxing people based on their citizenship, regardless of where they live, every other country does it on the basis of residency. This is something the US should change, I don't know what the original idea behind it was, but it's put forward nowadays as a way of stopping the super-rich from avoiding taxes - but as this article points out, the super-rich can do that anyway if they put enough effort into it.
The real effect is that it causes a lot of people a lot of problems with the IRS - it's estimated that nearly a million Canadians are also US citizens and thus subject to reporting requirements in the US even though they may never have lived in the US. It also makes it hard for US citizens to work abroad, because although there is an exclusion limit for taxes (around $90,000 + a living expense) many are over the limit and also there is a lot of paperwork. Plus the paperwork keeps increasing, FATCA for example will require foreign banks to report to the IRS accounts held by US citizens even if they have lived abroad their whole life, if the account is more than $50,000. There is a new form, Form 8938. that requires disclosure of these accounts - even by US citizens living abroad.
The IRS is now reaching a point with going after US citizens living abroad that is wholly impractical and the Canadian Minister of Finance is already accusing the US of violating Canadian sovereignty with FATCA.
I don't believe that these people are moving " US-source income" around. They can change the apparent source of their income overnight. Anyone who is able to pay for this 'banking' service can do the same.
No, Steven, the US is not the only country taxing its citizens overseas. Canada taxes its citizens on worldwide income, without even an overseas income exclusion (which is why I don't understand their objection to the US taxing its citizens in Canada). My husband (non-Canadian and non-American) and I (US citizen) lived and worked in Canada for two years, and we had to report ALL income (including interest in our investments) from anywhere to Revenue Canada (their IRS).
At least the US has a foreign earned income exclusion of $95,100, which Canada doesn't. I lived in Japan a number of years ago, and my Canadian friend had to pay taxes on her $40,000 income that she earned in Japan while I had to report, but had no tax bill.
End duel citizenship, and any form of buying it, and we'll be better off. No fast track cash track, or any easy ride. 1. Your parents from two different countries and so you consider yourself to be of two countries,
2. You marry someone from another country and want to be able to live freely live with that person without giving up the citizenship of your birth,
or
3. You have immigrated and established residence in one country, and are working there, but you wish to retire to the country of your birth; or you have aged parents and other family members back in your country of origin and want to move freely back and forth there. If you don't keep your native citizenship, it can be hard to get back there (i.e., it can be very time-consuming and expensive to get a tourist visa to go to the US, so an American who marries a foreigner and moves to that country might want to keep his/her citizenship so that s/he can get back into the US easily).
People have real lives and real families, and there are many people who move to other countries for work and many international marriages. If you make a blanket law banning dual citizenship, it can makes thing very difficult for people. My husband is from a non-dual citizenship country, it has made things unnecessarily very hard and complicated for us.
Why someone would think they are safe on some island somewhere is beyond me. One bad storm and you could be in trouble... No, Mike, you have to live in the US for 14 years before you can get citizenship (unless you are the spouse of a US resident, then the residency time is only 3 years). And you have to prove that you had your primary residence here. And as a legal resident alien, you have to file an income tax return, same as a citizen. And prove it when you apply for citizenship. Plus China does not accept dual citizenship; if the Chinese government finds that they have US citizenship, it will be a big problem (those rich Chinese moms having kids in the US and returning to China are not thinking this all the way through).
And the biometrics required now are not just a thumbprint.
When people who have green cards are gone from the US for over six months, even thought they by law must return only before a year is up, they get hassled by the border people. I know from personal experience.
So a passport is not just a "few years" away when you get a green card.
Back in the 70's and early 80's, when I was traveling extensively around the world and hijackings, usually to Cuba, were common, I wished I could have the passport of another country. They were working on a scheme here in town to get immigration visas for a bunch of Koreans. They planned to build a residential and office tower in town. People in Korea could invest in it. And for their investment in the project, they would get a free condo. The amount they would be investing in the project would be enough to qualify for the investment visa in the US. So basically, they would be buying a condo, and getting a residence visa thrown in.
The whole thing came crashing down because they could not get enough investors for the project.

Figured out my taxes the other day. I actually got back $200 more than I paid in total. So my tax rate is negative. How is that possible? I make $75K plus and pay no taxes? Something is wrong with our tax codes when that happens. I would gladly pay if they changed the rules, but I am not going to donate anything that they don't say I owe.

Belize sold passports and citizenships in the early 90's and ended up with a sudden surge in Chinese immigrants. As the applications swelled, so did the price of the passports. I doubt that in the end, much lasting good was done for either the country or the immigrant. Most of the buyers were on their way to Canada and then the U.S. via Belize citizenship. How many made it vs. how many gave up and returned to their homeland is not very well known.

actually just google EB-5 program... it is just that. It permits other nationals the opportunity to "invest" in US companies and using that as an anchor, they then apply and usually receive their green cards.
The problem with becoming a US permanent resident is that you are by definition resident in the US for tax purposes. As a US citizen you are also subject to US taxation while living abroad, but there are tax credits you can claim like the foreign exclusion limit. LPRs cannot do that, that is why the naturalization form, N-400, asks for copies of your three most recent tax returns.
As for EB-5, there is considerable risk with it, which is why it is not used as commonly as other investor schemes in other countries. If you invest in say, The Bahamas, or Austria or wherever, the money is still yours and you can do pretty much what you please with it, as long as it stays in that country.
EB-5 requires a qualified investment in an investment approved by USCIS - you may receive some sort of benefit from it, such as interest, but you don't have much control over it. You could lose it if the investment goes bad and it's not clear if or when you would get it back. Also you don't get LPR status - you get conditional LPR status and you have to apply after two years to get the conditions removed - which obviously won't happen if the investment goes bad. So it is risky.

In the US you can get a resident visa that will eventually is going to allow the person to become an US citizen if the person inverst $500.000 on a business stateside, every country has a price for their passports.

Like I've said many times, in every country, border control is used to keep the peons in their place, the wealthy (drug cartel leaders included) have free access to go anywhere, anytime. well not free, they have to pay money, but after they pay their money, they are unrestricted.
But to get residency in the US you still have to submit police records and undergo a complete physical exam. If you have been convicted of certain crimes or are found to have TB or HIV or a number of other communicable diseases, you cannot get a green card.
They say American citizenship is one of the most valuable to have. Yet we have thousands walking across the border stealing it every day. That should give you an idea of the direction we are headed.
No, Scandinavian or Finn or German are the best. The comments in this article about avoiding US taxes by moving overseas are misleading - even if you renounce US citizenship you have to pay US taxes on US-source income for at least ten years afterward.
But the US is alone in taxing people based on their citizenship, regardless of where they live, every other country does it on the basis of residency. This is something the US should change, I don't know what the original idea behind it was, but it's put forward nowadays as a way of stopping the super-rich from avoiding taxes - but as this article points out, the super-rich can do that anyway if they put enough effort into it.
The real effect is that it causes a lot of people a lot of problems with the IRS - it's estimated that nearly a million Canadians are also US citizens and thus subject to reporting requirements in the US even though they may never have lived in the US. It also makes it hard for US citizens to work abroad, because although there is an exclusion limit for taxes (around $90,000 + a living expense) many are over the limit and also there is a lot of paperwork. Plus the paperwork keeps increasing, FATCA for example will require foreign banks to report to the IRS accounts held by US citizens even if they have lived abroad their whole life, if the account is more than $50,000. There is a new form, Form 8938. that requires disclosure of these accounts - even by US citizens living abroad.
The IRS is now reaching a point with going after US citizens living abroad that is wholly impractical and the Canadian Minister of Finance is already accusing the US of violating Canadian sovereignty with FATCA.
I don't believe that these people are moving " US-source income" around. They can change the apparent source of their income overnight. Anyone who is able to pay for this 'banking' service can do the same.
No, Steven, the US is not the only country taxing its citizens overseas. Canada taxes its citizens on worldwide income, without even an overseas income exclusion (which is why I don't understand their objection to the US taxing its citizens in Canada). My husband (non-Canadian and non-American) and I (US citizen) lived and worked in Canada for two years, and we had to report ALL income (including interest in our investments) from anywhere to Revenue Canada (their IRS).
At least the US has a foreign earned income exclusion of $95,100, which Canada doesn't. I lived in Japan a number of years ago, and my Canadian friend had to pay taxes on her $40,000 income that she earned in Japan while I had to report, but had no tax bill.

First of all, it is dual, not duel.
There are very legitimate reasons for dual citizenship:
1. Your parents from two different countries and so you consider yourself to be of two countries,
2. You marry someone from another country and want to be able to live freely live with that person without giving up the citizenship of your birth,
or
3. You have immigrated and established residence in one country, and are working there, but you wish to retire to the country of your birth; or you have aged parents and other family members back in your country of origin and want to move freely back and forth there. If you don't keep your native citizenship, it can be hard to get back there (i.e., it can be very time-consuming and expensive to get a tourist visa to go to the US, so an American who marries a foreigner and moves to that country might want to keep his/her citizenship so that s/he can get back into the US easily).
People have real lives and real families, and there are many people who move to other countries for work and many international marriages. If you make a blanket law banning dual citizenship, it can makes thing very difficult for people. My husband is from a non-dual citizenship country, it has made things unnecessarily very hard and complicated for us.
Why someone would think they are safe on some island somewhere is beyond me. One bad storm and you could be in trouble... I can understand political activists wanting a place to run to, but the idea that crooks and unscrupulous businessman can escape to a place like this is bogus. No, Mike, you have to live in the US for 14 years before you can get citizenship (unless you are the spouse of a US resident, then the residency time is only 3 years). And you have to prove that you had your primary residence here. And as a legal resident alien, you have to file an income tax return, same as a citizen. And prove it when you apply for citizenship. Plus China does not accept dual citizenship; if the Chinese government finds that they have US citizenship, it will be a big problem (those rich Chinese moms having kids in the US and returning to China are not thinking this all the way through).
And the biometrics required now are not just a thumbprint.
When people who have green cards are gone from the US for over six months, even thought they by law must return only before a year is up, they get hassled by the border people. I know from personal experience.
So a passport is not just a "few years" away when you get a green card.
Back in the 70's and early 80's, when I was traveling extensively around the world and hijackings, usually to Cuba, were common, I wished I could have the passport of another country. Americans were often killed by the hijackers, too. I did not then, nor have I now $250,000 but I wouldn't mind being a citizen of St. Kitts; nobody hates them.
A few years ago while in Europe I was in Paris at a cafe and I saw some kids with canadian flags on their backpacks and but they sounded like they were from NJ. I asked them what part of Canada they were from and they said, no, we're not Canadians, we're Americans but they hassle us less if they see the maple leaf flag. What a shame!
