As a matter of FACT, the Constitution of the United State specifically forbids government intervention in religion(s). ALL religions are alien. They are fictions. Contributions, tithes, salvation bribes, and the like is de jure intervention in religion. That such payments are tax deductible means that ALL taxpayers are subsidizing those religions. That is assuredly unconstitutional.

How about you pluck the beam out of your eye before you worry about the motes in the eyes of others?

I had two children because that is ALL I could afford to comfortably raise on my income. If someone wants ten kids and they are starvin, I am supposed to have my gov borrow MORE money from Red China and feed them? I've been around the world more times than I care to have been and lived far too many years overseas away from this Great NAtion. Americans will wake up only after it is too late. Old fashioned birth control was called the rhythm method, ... when I think of those 2 words now, ... most definitely requirers mastering some basic skills before you even begin to practice it.

My concept is that abb"babies' be sterilized and then at marriage or age 21 can petition to have the sterilization reversed, at no cost to the individual. By far the biggest problem with your idealistic solution is that no sterilisation procedure is 99.9999% reversible. Oh, and you'd be putting babies through an unnecessary surgical procedure, risking their lives. Reversals would also risk lives. Are you serious, preaching the rhythm method? It's better than nothing, but they're 1A and 1B. And it still doesn't address the fact that 15 year olds are getting married and pregnant. That's a cultural issue, and while it isn't our place to say it's wrong, we can say it's causing a lot of problems we don't want to pay for.

Make them pay a small fine for 3 and an exponentially larger fine for 4+. I believe that survival rights supercedes the freedom to reproduce as much as they want. Or simply punish parents who aren't able to feed and care for every kid properly.

I'm Catholic, and this is one thing I really disagree with. I have two small children, and that's truly all we can afford to have. I used NFP (natural family planning- a more scientific version of the rhythm method) before we had our first, but it's hard to keep up with when you have little ones around. I now have an IUD. If you need both parents to work, you really can't just have as many as show up. My thought is that 'be fruitful and multiply' means have however many you are able to care for, financially and emotionally.

Well, it's hard to argue against their 'reasoning'...

Or make it so a woman ovulates only once every 120 days would also work (or reduce sperm count by 10x). That way you just reduce the incident's of pregnancy, but anyone can still have a kid if they are determined enough :)

There are actually many children in America who suffer from malnutrition. Kids in poor areas go to bed hungry every night, and for many the only food they eat is that which is served in the school cafeteria. Odd how you never hear about them. You'd think feeding starving American kids would be a priority. Then again, it's odd how we never hear about the child prostitutes in this country, either. I guess the US is too vain to fix it's problems for fear that it may get out that we've got a lot of social issues over here.
