At the speed she fell, if there was a car moving or she hit someone walking, they'd most likely be dead or at the minimum seriously injured.

They get very dark and withdrawn and start to believe that the only way out is to commit to kill themselves. Life is so short and precious, when one looks at the grander scheme of things. Unfortunately, stress and depression makes death look like the only option left. There are many agencies and behavioral health hospitals that are wanting to help those that feel that way. I don't know enough about Argentina to know if they have that type of help available, but I hope that they do.
Should you be 'allowed' to kill yourself, is the root of your statement. You can always find a way to do that. Staying alive is harder than dying.
If someone wants to kill themselves just because they are depressed, I think someone should get them psychological help. If someone wants to kill themselves because they are terminally ill and will suffer before they die, I think they should be able to get the assistance needed to do it medically.
Trying to help someone who's decided they don't want help is impossible. Once someone has truly made the choice they don't want to live, you can't change their minds for them or force them to get help (unless you're blood related). Trying to talk a suicidal friend into getting help is a lot like talking to a slab of concrete at best.
Not saying folks shouldn't try but don't overestimate how much things would be different if just one more person tried to talk to the person. A person who doesn't want help won't accept it, no matter how well-intended. Just try getting a smoker to quit smoking because you want them to live healthy.
THX, I did IT work at a Behavioral Health hospital and you would be surprised the amount of help that can be given to someone so closed-minded and so set on self-destruction. I did a lot work at the nurses stations and saw a particular young man that had just been released from the ER for cutting his wrists and neck. He wanted to die and promised that when he was released that was definitely what he would do and this time it would not be where his mom could get to him. However, after several days of therapy and group, he is going back to help others that feel or felt that way he did. He can't believe how desperate he was and I saw him hugging his mom. It was a life-changing week and these hospitals do it over and over again. They absolutely love their job and seeing people get hope and love again in their lives. I would be lying to say it happens 100% of the time, we had a report of one of the patients that successfully took his life two days after he left the hospital. There are also 'repeat' patients, but the majority are very accepting of help. We had a lady that came to visit, two months after discharge and I was told that she is back to work and 'living' life again. Very happy and wanted to come by to thank everyone, again.
That picture is just jarring. She must be completely devastated now. People keep saying "Thank God she is ok" but really, it is not a good thing for her. Her body is now mangled making her situation even worse. Hopefully this turns her mind around about her attempts at suicide but I cannot image how she is feeling, being alive when she was certain of her death, by her own hand, only moments before.
Lucky for her she didn't land on the radio antenna of the car! As she attempted suicide and was unsuceessful this time, if hell bent on it, she'll only try another methods the next time!

Sounds to me like an Angel caught her. She must have something more to do here on Earth.
