Deregulation, tax cuts that are the main driver of our debt, two wars not paid for, etc. Bush's treasury secretary and Regans people all agree tax cuts not paid for are a bad idea. Our big problem in the long run is out of control medical costs and one of the big ways to control overtesting is bundled payments which are in the health care bill which by the way is estimated to lengthen the life of medicare by 12 yrs. Ultimately behavior is driven by incentives. If more tests pay more doc's will test more.

To understand the difference between a criminal liability suit and a civil suit is a world of difference per easy to make civil claims and winning in civil court if the federal courts hit up criminal liability charges . In normal times in this country, I would look at the contracts that Transocean has with BP and see that gthey have no liability....did that 4 months ago.....I would look at the contracts Cameran (BOP mfg) has with Transocean and see they have no liability becuse BP modified the BOP and did not pay maintenance to Cameron.......... Barring stealing it or mining for gold, an organization makes money generally by either beating out other like organizations (Ford vs. GM vs. Toyota, etc.) or by clever manipulation of the market (good advertising campaign, low prices, convenience) or by some technical leap or innovation. The drilling permit was issued 2009, the exemptions were issued 2009, the drilling started 2010, and the inspections did not require the BOP to be repaired during 2010.
