WOW-I was reading my local news paper today and this killer was a gym manager in my city,what a small world,his A$$ will be spending the rest of his life behind bars,what some people will do for money-to kill.I think all the steriods he was doing messed his brain up bad.

Not necessarily the rest of his life... Americans don't last long in Panamanian prisons. Overcrowded, and full of weapons. He´s easy meat.

I have a friend who bought a parcel of land in Costa Rica's upscale Escazu neighborhood several years ago and when she went to sellt it, found that a "friendly judge" in that country's court system had already awarded it to a local lawyer who had claimed he had "bought it" from the unwitting US citizen. This case has dragged on for several years and from what I learned she is still awaiting restitution
The countries are beautiful, the people charming, but don't mess with real estate in Central America...it might even cost you your life....
Hmm, an illegal immigrant commits murder, theft and other crimes. More trouble for Arizona.....err, WTF? The criminal is a citizen of where? The USA you say? Who could imagine that a USA citizen would EVER move into another country illegally! Fact is, Americans 'over staying' their visa's are a problem in many countries around the world. So, how about the USA bringing them all home? Pick up your own trash before you yell at others for littering.

Ex pat: Panama should prosecute him to the full extent of their laws and then deport him if he is ever released. Common sense, right? AZ and other States should do the same. Also, I really doubt that Americans illegally in Latino countries are a drain on those countries' resources, a problem as you allege. They bring money IN, and rarely do you have a case like this.You are very silly to compare the 11 some million illegal Mexicans (not including illegals from other countries) in the USA to a limited number of Americans who have overstayed their visas, scattered in various Latin Countries.

They put them in jail. In many "third world" jails, you eat if you have someone to bring you the food, or you have something to barter. It's a hard life for anyone without a local support system.
I think this guy will find the Panamanian prison no country club. Moreover, he will probably serve his full sentence. Maybe his living wife will help him from the outside, but she may be in the women's quarters of the same prison. Still, with the corruption and perhaps bank accounts that have not been confiscated, they may be able to bribe guards to get them stuff to make their lives easier.
I doubt that the AmEmb will do much for them, except perhaps help them find a lawyer.
I don't know if they execute people in Panama... but when I went there I got to see one side of their judicial system... my sister's purse was stolen at a mall in Panama City ... we spent the day at the keystone cops' office. What a joke! I think they were more enamoured with the fact they had 3 Americans in their office trying to fill out a theft report than actually finding the damned purse! I did get to see how they treat their own while I was there. We'll just say this story includes two keystone cops, a night stick, two Panamanian citizens and a hospital. After spending 3-4 hours at the keystone cop station, we were told to go to another office to fill out a report. We left that office at around 9p and never did get the purse back! What a waste of time!
I dont think they have the death penalty in these Catholic Latin countries because of the Church. Instead, they will stick him in an overcrowed toilet with other scumbags like himself where rape, murder, drug use, corruption, etc, are rutine. Unlike the death penalty, this sort of condition isnt out of line with Church teachings...

An overstayed VISA and an ILLEGAL IMMIGRANT are two different things. People over stay their Visa's due to business, love interest, extended holiday etc. People come to America ILLEGALY for what they call a better life. The thing is they NEVER leave. They strain the health care system, the welfare system and refuse to learn the language. It is an entirely different set of circumstances. The day is coming when we get INTELLIGENT leadership in place that sends their asses packing regardless of circumstances. If their smart they will declare OPEN SEASON on the wetbacks and other illegals and we can drive them back across the border at gunpoint in short order. There is a BIG difference in overstaying a VISA and NEVER HAVING A VISA IN THE FIRST PLACE. I will gladly accept every American living illegally abroad back into the states in exchange for deporting every illegal immigrant in America...we win every time in this scenario.
You are wrong. When a person stays in the U. S. after their Visa is expired, they are in the country illegally. When caught, they will be asked to leave. If they do not leave, they will be deported. Even with a valid Visa they can not be come employed, without a Federal Work Permit. If they are caught being employed, the Visa is voided and they are deported. A very high number of the illegal aliens in America got here using: visitor, business or education Visas.
R.O.Davis is right, and it is the reason that Congress passed a law prohibiting the issuance of a visitor's visa to anyone who has applied for a resident visa. It has made life hard for my son, who visited the country for a year on a business visa (never overstaying) but was denied the renewal when USCIS realized that he should not have been issued the business visa in the first place. On the other hand, I can see the reasoning in Congress; so many holders of visitors' visas vanish in to the countryside that Congress figured that the application for residency was an indication of intent to enter illegally on a visitor's visa.
He is clearly a sociopath/psychopath. It should not surprise anyone; one percent of the population born, are in that personality range. All countries are required to notify the country of the person's citizenship before they posecute a criminal; by international treaty. America, most likely, will not get involved in the prosecution.
Uuuuuhhh, just a moment. I don't see where this article says this person is a US citizen, though he might be. It says he is an American, which could mean Mexico, or any other country in the Americas.

No, only residents of some other countries in the hemisphere refer to themselves as "Americans." It is clear that the writer of this article meant that this guy is a U.S.citizen. He didn't have sense enough to request AmEmb assistance, or assumed correctly that the request would serve no purpose.
These two were my neighbors in Punta Uva, just south of Puerto Viejo on the Caribbean side of Costa Rica. We had a few beers together on occasion in the bar across the road. I knew he was dangerous but didn't realize how dangerous at the time. He had asked my wife and I to read a draft of the first few chapters of a book he was working on. We skimmed through it and laughed to ourselves about it because it was obvious the book was merely him fantasizing about himself - the main character was a big, intimidating guy with a shaved head (at this time he was shaved like cue ball) who charmed all the chicks. We just told him we had been too busy to get to it.
We steered clear of him after he started spewing about the Nazis. He said he was "no longer into that whole thing" meaning white supremacy, etc. but it was obvious he still idolized Hitler. He was dangerously intelligent but his wife always sounded like a, pardon the expression, trailer trash moron (I don't know how else to put it). He got into a lot of bar fights because whenever anyone disagreed with either him or the babble that came out of Michelle, she would get him all riled up and say "You gonna put up with this crap Bill???!!!" and try to get him to beat up whoever had the opposing view.
After awhile you get sort of used to hanging with gnarly characters in the expat community, but these two made enemies pretty quickly, at least on the Caribbean coast of Costa Rica. Sounds like they put on a pretty charming facade once they got to Bocas del Toro, Panama though.
We sort of lost touch with them after they bought the bar in Playa Cocles. That place has since been remodeled but back then there was just a little open air jungle bar there and I don't remember the name of it or the original owners. It was next to what became "La Terraza", a BBQ grill and plaza there. Apparently since no one's heard from the original owners since they were supposed to move to Bocas with Bill and Michelle, there's a good chance they were victims as well. I never really knew them and don't know their names, but I'm communicating with some people down there to see if we know anyone who knew them.
Interesting comment... however, who are you telling to pick up their own trash?... You're right... the criminal is an American who admitted to committing crimes (murdering) Americans (that is all he admitted to anyway). So in reality, they brought Panama into the problem by committing crimes on their land only, not against their people. The problems at the Arizona border escalated when an illegal Mexican immigrant killed an American Rancher on the American Rancher's land. Once a person sets foot on another country's soil, they are required to follow that country's laws. If a person stays longer than they are supposed to, it becomes the country's problem in which they are inhabiting. That country certainly has the right to deport them if they want to. I am not anti-immigration, just anti ILLEGAL immigration. You can't really fault a country that wants their laws enforced. Every country with laws has a right to do that. Mexico's laws say that if I stay in Mexico longer than I am supposed to, they have the right to throw me in jail for 2 years on my first offense. Second offense, I could be sentenced to 10 years. What point were you trying to make, again?

Is it fair that we have spent all the money (twice) for applications and required documentation, followed all the regulations carefully (we even spent the money for him to come to the US on a tourist visa and he went back to his own country while we were waiting for his residence visa), etc. while other people come in illegally and get jobs (keeping low-skilled job wages low, keeping needed and lawful tax dollars out of government coffers, yet availing themselves of government services (i.e., their kids get free lunches, ESL tutors at school, they use public libraries, they get free emergency care at hospitals and clinics))?
Did you know that as an immigrant, my husband had to have an extensive medical exam and tests, and if he had been found to have certain communicable diseases, he would not have been allowed in, even though we have a long-established marriage and he is the father of two American citizens? We have a resurgence in this country of TB because of the illegals who come in with no medical checks. He also had to submit police reports, if he had had a criminal past, he would not have been admitted.
Illegals keep wages low, particularly for low-skilled work. The unscrupulous employers who engage them (and who should be put in jail) do not pay social security nor other taxes to the government. The workers do not pay income taxes, do not put into social security and unemployment funds. Some illegal workers steal identites to get a social security number and then rack up debts in that person's name, causing great economic problems for them.

All I have to say about immigration is this: when I lived in Costa Rica I was asked for my papers many times and I always made sure I had them ready. I expected it and it happened for no reason (no suspicious activity on my part). I can just imagine how laughable it would have been for a bunch of gringos to show up at the capitol in San Jose holding signs and beating drums to protest this, lol. It had nothing to do with race or color, they asked for papers from blancos, negros, indos ticos y meztizos todo...
Yes, that many people feel so comfortable critizing US immigration laws is pure insanity!People like Shakira, from countries where the legal system is a joke, should really focus on their own countries-not on the Country that has the most liberal policy of accepting legal immigrants in the world, but also the most pathetic system of ejecting those here illegally.Finally, go to Mexico waving American signs demanding that they not enforce their laws when it comes to Americans, and see what happens within seconds!
Does Panama have the death penalty? I hope so. Every garden of Eden has its snakes and he is just more evidence of that.
Many people my age retire to Panama because the cost of living is reasonable, the healthcare is good, and the weather works well for those of us with arthritis. There are around 10,000 Americans living in and around the capital, last I heard. Americans living abroad tend to trust each other more than they would if they were living on American soil and that can be really dangerous.
