Yes, Clinton's 'indiscretion' could have harmed America big-time if she had decided to try to blackmail him. You should see all the Military Police Blotter reports, Soldiers continuously getting into trouble for Drugs, alcohol, violence, battery, assault, DUI's, Bad Checks, Failures to obey orders etc, and the soldiers are not separated from service for misconduct. Why? Because Army needs them.
Then, when its time for them to get a security clearance for either Secret or Top Secret, because their career progressions require it or the Job skill is mandatory, folks wonder why they cant get a favorable adjudication by the final Army authorities at Fort Meade, Md.
